In 1960s the model of CIPP was developed with the help of some colleagues of Daniel Stuffbeam. Moreover, Daniel Stuffbeam was also the responsible for development of CIPP model of evaluation; he served with best services in different universities and other institutions. The full form of CIPP refers to as Context, input, process and product which helps in the judgment of program values.

For educational evaluation the approach which Stufflebeam presented called as the CIPP, this approach is also known as Context, Input, Process and Product. For the development of curriculum this approach is found very supportive and gives the way in a systematic manner.

CIPP refers to the approach of decision focused for examining and emphasizing the organized condition of information for operation and program management. In that way, information has great importance for managers when they have to take the better decisions then the evaluation activities must be considered in order to meet with decision's need. For making the most effective management program, reporting and data collection helps to meet with the required task. There can be certain changes occur to meet with the task and decision makers have to synchronize with certain changes in order to maintain the performance and development over the passage of time.

This is the framework which helps to linking the assessment of decision making program.

It endeavors to present logical and balanced foundation for program decision-making, which based on revising decisions, cycle of planning, reviewing, implementing and structuring, each observed throughout various phase of evaluation CIPP. Stufflebeam examined the evaluation in provisions of decisions types it serves also distinguished as per the role of planned social change. The model of CIPP refers to the evaluations which are pertinent to the requirements of decision makers for the duration of various activities and phases of program (Apinya & Cha, 2012).

The CIPP approach would become useful for the evaluation by keep focusing and handling such questions which can be asked by the decision maker, also addressing all the questions which decision maker can understand very easily. This approach is also aiming for the involvement of decision maker so that the evaluation process may take beneficial and bring positive attribute which can be used. Stufflebeam thinking that evaluation would be a process of providing, obtaining, and delineating information for the decision makers, that helps in the achievement of the project or any program.

Evaluation has couple of definitions which different scholars have defined but the appropriate definition which can be present in this paper that is mentioned below.

Program evaluation refers to the process by which the information is gathered for doing the activities which bring the most appropriate outcomes by minimizing the uncertainties and other obstacles, also improving the effectiveness and enable the decisions which are suitable and efficient and effective as well (Patton, 1986).
