Introduction

The concept of health promotion initially emerged and continues to gain strength as an approach to improving health status and health condition of people. Health promotion is a key component of the complex relationship between actions, knowledge, attitudes, behaviour, and health outcomes from the individual to the societal level. Health promotion is increasingly applicable and relevant to practice within health care and health research specialty around the world.

To understand health promotion, it is necessary to start with some general considerations on the scope of the concept of health. When referred to the concept of current health, importance is attached to the different determinants of biological, social, ecological and services, considering that the dynamics that generate, in their close relationship, is what ultimately determine the health situation in our society (Hayden, 2009).

Thus it is assumed that, although the attention of the disease has relevance, especially in terms of productivity and meaning for which "health recovery" has a number of significant limitations that call into question its ability to respond to the current state of health of the population and its value over the disease prevention and health promotion. Some of these limitations are in: high economic and human costs of increasingly complex problems, difficulties in acquiring medicines and sophisticated equipment, lack of drugs to cure diseases that affect large groups and that could be avoided but are associated with attitudes and practices of the population, especially large health inequalities in the most disadvantaged social groups and the depletion of the effectiveness of direct care model in relation to the magnitude and quality of health problems.

Moreover, we assume also that the weight of health actions should be guided by the concept that favors health as a source of wealth of everyday life and hence towards the creation and production of health, i.e. a concept of "health gain".

The measurability ad evaluation of projects aimed at promoting health workplace is analyzed from two different points of view. First of all, the costs and benefits are analyzed from a point of view commercial use. To this end, we proceed first to the determination of costs (types cost) direct and indirect effects that may occur within a company as a result of the decision to implement measures designed to promote health at of work (Green, 2010). In a second step, it is necessary to document the benefits that are been produced by the implementation of these measures, to be able to, at a later stage, make a comparison between expenses and profits. In the study discusses the ability to successfully implement, based on benchmarks, the recording, measurement and evaluation of the effects that such measures can produce, in a stage preceding the decision to implement an investment in the field of safety and health at work.
