Introduction

Eco-towns are referred to as a proposed program of new towns in England. A particular kind of eco-town needs to be developed in which the formal principles of ecology are incorporated with the conduct of local government (Lan & Yang, 2004). Since 1991, the EU has sought to strengthen its action in favor of environmental protection. Its environmental policy has been reoriented to promote the objectives of eco-development and the foundation of policy and measures for the urban environment has been consolidated into Community law. The Maastricht Treaty Sustainable development is a key objective of this policy and claims explicit integration of environmental protection into other policies the EU. The Fifth Action Programme for the Environment, which sets the intervention plan green for the period from 1993 to 2000, will tackle the root problems rather than the symptoms.
