Introduction

The paper attempts to highlight the concept of mobilization of resources in context to the implementation of a development project. It first briefs about the idea of mobilization of resources, and then proceeds to explaining the the different types of mobilization of resources required for the development project, which include information, equipment and technology, human resource and financial resource. The paper details the idea of resource mobilization for implementing a development project. It also explains the concept of project cycle, which is aimed at the successful implementation of the development program. The different components of the project cycle including the identification phase, the preparation phase, the appraisal phase, the implementation phase and the phase for the evaluation of the over all program are discussed in detail. The paper also describes the overall idea as to how the resources are mobilized for the purpose of implementing a development project before proceeding to the conclusion.

Resource Mobilization

“Resource Mobilization is a development process community in which the individual, family and community, supported by health workers, initiate and develops accordance to directions of program of activities for a specific development project” (Edwards & McCarthy, 2004, pp 115 - 116). It is aimed at effective and efficient utilization of the resources by mobilizing them into different aspects of work.

Types of Resources

There are many resources that help an organization run, grow and expand. These resources form the basis of every organization and are required for the basic operations of all organizations (Odoemenem, 2010). These resources can be broadly categorized into 4 types, which are explained below.

Information

Information, though a very common and simple word, is a very vital part of any process. Correct information is extremely important in the implementation of development program as well as any other process improvement, amendment or implementation (Oosterlynck, Albrechts & Moulaert, 2010).

Equipment and Technology

The equipments and technology is another resource, which is an essential and integral part of an organization. Technology and equipment comprise of all plant, machinery, vehicles and anything used by the human resource for operating the organization. “Equipment and technology is essentially required in resource mobilization in development programs” (Oosterlynck, Albrechts & Moulaert, 2010, pp 190).

Human Resource

Human resource is the most important of the resources an organization possesses. Human resource constitutes of all labour, supervisors and managers who aid in organizational development and operations. Human resource is considered to be the most valuable or all organizational resources and is the most influential in bringing about changes via resource mobilization (Odoemenem, 2010).

Financial Resource

Financial resource is the most important resource for the development program due to the fact that it is required in all improvements and advancements. Financial resources include all cash and bank balances as well as any liquid cash (Odoemenem, 2010).
