Introduction

This bestseller book, all the Names written by Jose Saramago are about a middle age civil servant named Senhor Jose who is an employee of the Central Registry for Births, marriages and deaths. The whole plot of the story revolves around the official clerk who was interested in collecting cross reference information about celebrities. This hobby of him leads him to the endless search of an unknown woman and he decides to break all rules of the registry office to complete his search.

How do the Central Registry's hierarchy of authority and the operating procedures reflect those of institutions, groups, and other bureaucracies with which you are familiar?

The hierarchy of the Central Registry is immensely important and has significant operational procedures. Operational procedures of this organization is reflecting many other institutions such as hospital, schools and government systems. The employee hierarchy of this bureaucratic institution is marked as per order of importance. It starts from the position of the lower level clerk and go up to the highest level manager. The lowest level clerks are mostly responsible for the work that is related to the establishment. On the contrary, senior level clerks earn longevity by accomplishing that task which is not accomplished by the lower level clerical staff. Senior level clerks fulfill such a task in their own personal capacity. (Saramago, 2001)

In the real world, deputies are given the responsibility if monitoring command and control of the security building. Deputies organize the work order for the department and left work in a precise order. Registrar is the highest rank in the hierarchy of the Central Registry Office. Person posted on this post is responsible for reviewing the work submitted by the lower level staff. Registrar enjoys his own delight at the work place. He is the last one to enter the office and the first one to leave since; Registrar is the highest rank in Central Registrar Office. One main responsibility of the registrar is to intimate employees of the Central Registry. Saramango explains this trait of the registrar in his novel with dramatic approach. He creates a wide ambiance in which registrar stares Senhor Jose very seriously without saying anything to him. Institution where this system of the registrar if functional, it is the primary responsibility of each employee to treat him like a president because he posses supreme power and authorities. The registrar is entitling to forming laws and passing regulations which cannot be subject of amendments traditionally. There are certain implied and unsaid rules of survival in such governmental authorities. This is true of traditions and rules in government systems, as well as other establishments with a hierarchy of employees. (Foucault, 1976)
