Abstract

In this study, we try to explore the concept of Army National Guard's role with the Department of Homeland Security in a holistic context. The main focus of the research is on Department of Homeland Security, and its relation with different roles of Army National Guard. The research also analyzes many aspects of Working with Department of Homeland Security. The Army national Guard has heavy involment in growing equipment problems and other operations, these are the reflections of important changes in the security of environment. These changes occurred at the time when United States of America was threatened by fiscal imbalances stemming. The important use of Army national Guard for homeland missions, and abroad started since September 11, 2001. It has resulted in weakling the Army National Guard's preparedness for future mission, and declining Readiness. The recent heavy reliance on the National Guard for abroad operations indicate an important change from the planned role of Guard as strategic reserve force.

Introduction

Background

The concept of homeland security, at least in the United States, combines the efforts of several agencies that, back in 2002, this was reconditioned by the George W. Bush administration to conform a more centralized dependency. Cabinet-level agency charged with preventing terrorist attacked on U.S. territory (Sean , 2002). The U.S. Department of Homeland Security (DHS) was created in 2003 to coordinate the previously fragmented security apparatus of the United States. It has improved domestic intelligence and border safety, but it also has been criticized for infringing on civil liberties. Those agencies forming the Department of Homeland Security are, among others:

United States National Guard

United States Secret Service

United States Coast Guard

Federal Emergency Management Agency

Homeland Security

DHS is a complex organization with a broad, diverse set of missions. Intelligence is an important supporting factor in most of these missions. Homeland Security is tasked to defend the homeland from any interior and external threats of terrorism either by deterrence, or avoidance. It has been tasked to insure the safety and sovereignty of the homeland community, territory, and infrastructure (Office of Homeland Security, 2002). As the event of September 11, 2001 demonstrated, homeland security, there was no security department. All that existed were several agencies to accumulate data, but they were not actually assigned to assimilate, and proceed upon such security risk reports. Thus, the Muslim extremist assembly renowned as Al-Qaeda successfully organized to incorporate a sleeper cell into the homeland and competently design how to use our own gear and infrastructures against us. Homeland Security is just what the name implies. It is the security of the homeland (Bill ,2002).
