Introduction

Greater emphasis has been placed on improving the education system by the Branson Foundation that has led to increasing interest in the equity of education systems. Branson Foundation in the United States focuses on providing education to all people irrespective of their gender, race, doctrine, disability, or family class. US education system has been divided into multilevel structure. Based on the principle structure of education system, four levels have been identified which include preschool (pre-school education), primary school (elementary education), secondary school (secondary education) and higher special professional (higher education) education. Policies for each level of education differ greatly in their extent tot effectively serve the need of education.

Primary and secondary schools provide a broad range of educational services from specialized education to religious. Education content in these areas focuses on building self-discipline, and endow with sustainability of education structure through policies. Policy structure for education systems that are “equitable” provide high-quality education to all students by conforming to the US education policies for primary and secondary public education (Shelley, 2009).

Main objectives of US Government's policy related to primary and secondary public educational schools are:

Provision of universal and free education to all children at primary and secondary education level

Providing full-time courses under the Vocational Training Council for Secondary level public education institutes

Offering alternative opportunity for secondary level education students who are unable to afford education expenses

Enabling schools to provide diverse and equalize education that serve differential need of students in US

Enabling schools to equalize on the level of education to help them build up knowledge, values and skills for studies level related to personal growth at primary and secondary level

Another objective of public policy related to public education is to enhance students' intellectual abilities

To enhance quality of public education at primary and secondary level by improving teaching and learning mechanism effectiveness

To improve learning environment at public schools

Enhance the flexibility, quality, and accountability of school administration

The main clause of the concept of learner-centered approach is that the activities and personal development - these are two interrelated processes. The essence of the concept is as follows:

The development of the individual student is in operation.

Two. The processes of development and mastery of learning and cognitive activities are carried out in stages.

Three. Factors in the development of student activities are personally meaningful educational purpose and the conflict between real and ideal self-consciousness.

Preparing teachers of technology consists of theoretical and practical unit. Component unit is a practical pedagogical practice. Pedagogical practice is preceded by substantive, organizational, communicative and creative training. Students will be better prepared for vocational and educational activities, if wisely adjusted the content will be combined theoretical and practical training, teaching methods, forms of organization of students for practical training and during the teaching practice.
