Introduction

Local governments play an important role in the economy especially of urban areas. Local governments are not strangers to the economic problems and realize their responsibilities towards the elements of the state. Governments services are often maintained by local services along with proper criteria to effectively manage the resources and systems. Analysis of inter governmental practices is thus important for these countries in which local governments are active and participate actively (Stetephen, 45).

Discussion

The intergovernmental method means in New York, the mode of operation of institutions played in the second and third pillars, which the police and judicial cooperation in criminal matters .

The Member States share the right of initiative with the Commission ;

The Council shall act unanimously and not by qualified majority;

The Parliament has a consultative role;

The Court has a limited role.

The intergovernmental method is opposed to the Community method, used in the first pillar.

The treaties of Maastricht, Amsterdam and Nice and the Treaty establishing a Constitution for Europe have gradually reduced the scope of the intergovernmental method in favor of the Community method.

The Community method is essentially different from the inter-governmental method by the fact that in this method, the European Commission has the monopoly right of initiative. New (official name in English, State of New York) is one of the 50 states of the United States of America , located in the region of the Middle Atlantic in the country, northeast of it. Its capital is Albany. It is the largest financial and trade of the United States and its major industrial center. With its 19 million inhabitants, New York is the third most populous state.

Therefore, the state is often called "New York State." The use of cooperative agreements to provide services is one of the most useful alternatives available to local governments. Surveys have revealed that local governments in New York maintain many hundreds of both formal and informal cooperative agreements between or among themselves. Municipal officials in New York enjoy broad authority to enter into cooperative intergovernmental agreements. Under Article 5-G of the General Municipal Law all counties outside the City of New York and all cities, towns, villages and school districts may enter into agreements with one another to perform any function or service jointly that they are otherwise empowered to perform individually.
