Building Surveying and climate change

Introduction

The principles of sustainable development to achieve many spheres of human activities, public buildings, renovation are not an exception in this case. Supported the renovation of buildings with excellent opportunities to reduce energy consumption in buildings, and encourages other principles of sustainable renovation, implementation - citizens health care, environmental protection the rational use of resources, information on the dissemination and development of the renewal rights groups of stakeholders.

Building Surveying and climate change

The construction sector represents 40% of final energy consumption in Lithuania and EU countries (Statistics Lithuania, 2006, Eurostat, 2007). Housing, work and leisure lightning, heating, cooling and water heating energy consumption is higher than in the transport and manufacturing. Furthermore, this consumption continues to grow, and the proportion of energy consumption in buildings and final CO2 emissions to the environment increases. (Buvik, 2007, 21)

Recently, consideration of climate change issues are often discussed in Europe, you pay much attention to energy consumption issues. These problems inspired new strategic documents such as the Directive on the energy efficiency of buildings in the Green Paper review of the efficiency of energy use, energy efficiency and Energy Action Plan for the creation of tools. (Buvik, 2007, 21)

The documents referred to emphasize the importance of understanding the rehabilitation of buildings, not only reduced energy consumption, but also improves the condition of the building: its use, isolation of noise outside, and comfort; buildings continue the cycle of life, (James, 2005, 1058) increasing the value of buildings, reduce the negative effects on the environment and ensures a healthy lifestyle and working conditions. Meeting these requirements is mandatory for sustainable renewal provision. (Caccavelli, 2002, 113)

The current energy needs of civilizations are a key issue for sustainable development. As for the limited supply of nonrenewable energy resources and emissions of greenhouse gases that affect global climate, it was argued that a sustainable energy system can only be achieved by replacing less sustainable resources and more durable but also requires an overall reduction in levels of current energy consumption, mainly in industrialized countries (Imboden and Jaeger, 1999; Imboden, 2000).

At the same time, technical, economic and social problem in many cities have been built and the restrictions imposed by economic constraints that attempt to most countries of southern Europe. Recently, more attention is paid to sustainable development, integrated complex of satisfaction of social renewal, technical, economic, ecological needs of different stakeholders. Sobotka and Wyatt (1998) apply the principles of Sustainable Development for the renovation of the group. Maintenance and Shiers (1996) consider the environment "green bishment renovation ...
