Of the three men, the most contentious is Vere. Like Claggart, he is smart, but his understanding, different Claggart's, brings him wisdom rather than monomania. He is Melville's entire man, his perfect man of activity, brain, and heart. At all times, he is clear-thinking, methodical, and just. A forthright and open commander, he comprises the synthesis of heart and mind.

Vere's most symbolic and contentious proceed is the test and execution of Billy Budd, who appears like a child to him. (Note that some detractors continue this idea to the issue of asserting that Vere is Billy's unidentified parent.) ...
