Introduction

The programme of Australian Humanitarian provides support to the UNHCR`s global resettlement program and improves the Australia's reputation for international humanitarian. In this respect, Australia has one of the significant resettlement programmes for refugees. Every year a number of refugees come to Australia through a number different routes and this create several human resource issues. For instance; due to the arrival of plenty of refugees in Australia, the identity of Australian are in danger as the refugees population in the country is increase with the rapid pace. Therefore, it is important to understand the basic concepts of Human Resource Management. The effective implications of Human Resources Concept will help the Government to efficiently deal with the issues (Betts, 2001).

The human resources management is a function which refers to the management of individuals in its broader meaning. Many government institutions have now come to realise the importance of using strategic planning processes to attain specific goals and objectives. Human Resource Management has emerged as one of the main fields in the organisational context (Bratton & Gold, 2007). The Human Resources Strategic Planning should be viewed as a fundamental part of the company's strategic planning. The central objective of strategic planning is to achieve maximum benefit from the internal resources by selecting the environment where they have to deploy such resources and resource deployment strategy.

Strategy implementation is the process of devising structures and allocating resources to enact the strategy a company has chosen, is the other part of strategic management process. It consists of structuring the organisation, allocating resources, ensuring that the firm has skilled employees in place, and developing reward systems that align employee behaviour with the organisation's strategic goals. For a company to have a good strategy foundation, certain tasks must be accomplished in pursuit of the company's goals, individuals must possess certain skill to perform those tasks and those individual must be motivated to perform their skills effectively.

Issues & Problems

In the case mentioned, there are various issues which are addressed and described below (Brett & Moran, 2006):

The way by which the refugees and asylum seekers enter Australia has an impact on negative attitudes and opinions.

The entrance of asylum seekers creates the threat of terrorism for the country.

Most respondents had limited accurate knowledge about asylum seeking issues, with knowledge highly dependent on media reporting of the issue.

This construction has been formed through an overwhelmingly negative and sensationalized focus on the method of arrival, and the constant linking of arrivals by boat with labels of queue jumpers, terrorists, boat people and illegal (DIAC, 2007). The opposing forces from the Australian communities pushed the role of human resources in the forefront. Looking ahead, demographers predict long-term strengthening of the labour market of the Australia. On the other hand, the development of the opposing forces has forced government in order to take some steps regarding the refugees' issues, often reducing the entrance.
