Selected Population and Community-Based Program

The concept of vulnerability applies to those sectors or groups of the population due to their age, sex, marital status and ethnicity are at risk condition that prevents them from joining the development and access to better living conditions. To protect such groups has become necessary to establish specific tools for each group, sometimes conventional, sometimes not, rights, actions and policies (Aday, 2001). Community based programs are developed to help and assist these vulnerable groups. The main objectives of these community based programs are protecting the vulnerable groups. these programs ensure that each member of the group have the opportunity to fully develop their capabilities (including healthy physical, mental and spiritual development), to ensure that young people can lead a healthy life, to allow women to play a key role in society and to support indigenous people by providing them with educational opportunities and the economic and technological development (Aday, 2001). The vulnerable population selected is the abusing families.

The community based program tending to the needs of the selected vulnerable group is known as Family support and Family Resource Center program. This program is a conceptual approach towards empowering and strengthening communities and families through evidence based programming so they can foster the most favorable development of all family members. The location of the plan is urban and it is a nonprofit organization. The services provided by the program are assessment, counseling, skills training, referral, advocacy, case management and follow-up. A supportive environment is important to mitigating stressful times for parents. Violence between domestic partners threatens the abused parent's ability to cope, fundamentally increasing the risk of child maltreatment.
