Introduction

The government holds a unique value in the lives of the citizens of the country as compared to the private organizations. Unlike the private agencies which are run by the sole objective of profit making, the government organizations are responsible for the socio- economic growth of the nation (Agostino, 1988). The government is the responsible entity, which uses the administrative tools such as the law enforcement authorities and the legal system to ensure the rights and liberty of the citizens. The primary objective of forming the government entity is to ensure that the civilians attain their basic rights, from the threat of national or international means. The actions of the government not only secure the rights and freedom of the people, it also acts as a source of patriotism and nationalism. The citizens of a country look upon their democratically elected governments to represent their culture and national spirit, while dealing with the micro or macro level objectives. The government of a country has the potential to empower the citizens and unite them, through the patriotic activities. Hence the role of the government is not bound to the mere administration of the country's laws and policies; rather it symbolizes a source of inspiration and national pride. Along with the traditional influence on the economic and political aspects of the country, the government also has a major impact on the social factors. The national morale and culture is dependent on the government, as the citizens expect the government to represent their national point of view on global stage.

Due to the significance that the government entities hold in the major functions of the country, it has to develop a systematic and efficient framework for resolving conflicts (Avruch, 1998). When a government organization is dealing with an internal or external conflict, the public expects the issue to be resolved in a timely basis. If the conflict is dragged on for an extended period of time, the general public might lose confidence in the capability of the government. The government has to ensure that the conflict or issue is not exaggerated and the public does not question the governmental capability or authority. The conflict among the governmental entities if not handled adequately may lead to serious repercussions in the socio- economic conditions of the country. The government's lack of ability to alleviate a particular conflict might reduce the national confidence and the entrepreneurial spirit of the people. This will cause the individuals to become hesitant, and their risk taking behaviors in the business sectors will be adversely affected. The governmental inefficiency can also lead the foreign investors to lose confidence and retreat their respective investments. Hence the government entities have to establish an efficient conflict resolution framework, which allows the government to maintain its credibility and enhance the national security and confidence (Davies, 2002).
