Introduction

After the tragic event of 9/ 11, and the Global War on terrorism that has started from December 21, 2010 there were a tragic loss of more than 5,911 American Sailors, Airman, Marines and Soldiers. Still, this figure does not account 1,688 civilian contractors who have lost their lives and approximately 37,000 were injured. Hence, strategic problems arise due to the raise contractor dependence in carrying out forward operations. There are four key areas such as the lack of providing oversight of contract management by military personnel; the officially authorized limits regarding what service contractors in a forward deployed environment can perform; the lack of comprehensive procurement system flexibility to fulfill frequent changing strategies of military; and the military ability to appropriately leverage contractors use consistent with the objectives of the campaign.

Discussion

Contractors are businesses or persons including authorized subcontractors, which give services or products for pecuniary compensation. Contractors furnish services, supplies, or execute work at a particular rate or price grounded on the contract terms. Contractors are employed to provide engineering/ construction support, technical services, life support, and weapon systems support.

For U.S. armed forces, contractors have always tended to be a crucial support. For instance, in the history of America, Sulters supported the Army of George Washington to the high-tech firms' support to equipment systems and complex weapons. However, contractors always prop up organized armed forces; commanders require to completely understands their role in managing and planning contractors on the battleground and make sure that their personnel is trained to plan, recognize and implement requirements of the contractors.
