Scenario

A small city is trying to decide whether or not to allow new schedule-commercial service to begin being offered from their airport. The new service is anticipated to save and create jobs at the airport, bring in additional funds from fuel taxes and airport fees, and increase tourism and therefore, tourism-related jobs. Weighing in the balance is the airline's conditions for instituting the route. The airport will need to expand, and the only place for expansion is a wildlife preserve and garden near the airport. The garden contains three species of unique plant life that are native to the area and have been a town symbol. There will not likely be a place to relocate the animals on the preserve, necessitating the movement of the animals to another city. School children that visit the preserve regularly on fieldtrips will no longer have a place to go. Students from the local university will no longer be able to complete their field studies at the preserve. Additionally, the 45 employees of the preserve will lose their jobs. What should the city do?

Two solutions have been proposed, and the city can only choose one of these solutions. The first solution will be to reject the airline's service. Hence, the airport will not be expanded and the wildlife preserve will remain intact. The second solution is to allow the airline to provide commercial service and expand the airport by relocating the animals to another city and removing the wildlife preserve.
