Introduction

In this paper we will discuss the Disabled Veterans Affirmative Action Program in regards to its nature and comparison to similar Affirmative Action Programs involving women and minorities as well as the concept of Diversity Management. We will also address both the deontological and utilitarian considerations concerning the DVAAP and similar Affirmative Action Programs.

Disabled Veterans Affirmative Action Program

In order to fully discuss the DVAAP we must first understand what Affirmative Action is. Affirmative Action is a government established and supported program using preferential treatment in order to provide groups that have historically been discriminated against such as minorities, women and disabled veterans among others with increased economic, social and educational opportunities

Like most other Affirmative Action Programs, DVAAP involves the preferential treatment of disabled veterans in the recruitment, hiring and advancement in employment for government departments, agencies and federal contractors.

The Disabled Veterans Affirmative Action Program requires most government agencies and departments as well as federal contractors to have am Affirmative Action Program plan oriented toward the maximum recruitment, hiring and advancement of disabled veterans. These Affirmative Action Program plans are very developed and detailed; describing both accomplishments and efforts that must be submitted yearly to the U.S. Office of Personnel Management.

For Federal Contractors with a minimum of fifty employees and a government contract of over $50,000, the burden to prove that there is or was no discrimination against disabled veterans and that they have actively engaged in the recruitment of disabled veterans lies with the employer in the form of a written Affirmative Action Plan

It is also important to note that individuals with disabilities, veterans or not, are also protected from discrimination in the employment process by civil rights under the Americans with Disabilities Act of 1990. ...
