Introduction

In the hazard situations workers find themselves in situation where they need guidance and direction to maintain and handle the critical situation. Therefore, municipal managers and first responders' in emergency situation not only lead in operation but also maintained entire phases of prevention, response, preparedness and recovery. Regardless of small or large team, regardless of tasks and services, the failure and success of the team is predominately determined by the action of the managers and their examples. Obviously municipal managers and first responders need to recognize a lot and significantly they must be capable to enforce that knowledge.

Effective Management refers to constantly having the best from the team. In order to accomplish this refers to the personal setting of an example, that is be a part and foremost the team and share the experiences of team. There are varieties of features; factors and condition that has deter mine the leadership and its application. This research paper comprises of municipal Management principle that must be adopted during the emergency situation.

Discussion

Emergency response planning is generally created for a community by professionals working in the field of emergency response. The public has rarely been involved in this area of planning. One reason for the exclusion of public consultation is the belief that people would panic during an emergency and it is the job of the emergency responders to save and care for people during an emergency.

This management philosophy has its roots in a paramilitary planning framework that promotes an incident command system (Scanlon, 1982; Pearce, 2000). This management philosophy reflects the origins of emergency planning during the Cold War Era. From the early 1950s to the 1980s planning for nuclear war was carried out by building bomb shelters and educating people about what actions to take when they heard air raid sirens. After the threats of nuclear war receded emergency planning was reborn focusing on natural disasters (Pearce, 2000; Drabek, 1991).

Emergency planning focused on short term planning, for single incidents and hazard response (Pearce, 2000). Emergency response is the focus of many emergency plans that are in place in many regions of Canada. Pearce (2000), states that the inclusion of mitigation strategies in emergency planning in Canada is still in its infancy. She adds that the federal, provincial and municipal governments have "yet to make significant changes in how they operate" (Pearce, 2000, pg 56). Emergency response is important during a disaster but it is, "serving the symptoms and not attending to the causes.

What to do in Emergency

Here are some ways a leader can use to deal with uncertainty and stress that are prevalent in emergencies and crisis:

Take the situation. Subordinates, citizens, colleagues and anyone else affected by the situation will be better able to follow you if you are confident and demonstrate your ability to remain calm and objective. Moreover, the taking of the situation will also help you deal with your own stress.
