The federal government of United States of America has an obligation from the American taxpayers that should perform their functions effectively and efficiently for ensuring that the result should be provided to taxpayers with best possible efforts and values. The government is busy and spending the government contracts more than doubled, in year 2008 it reached over 500 billion dollars. At the same period of time there has been an increase in the competition that increases the significant usage of dollars without opening them obligation by cost-reimbursement contracts. The cost of reimbursement is nearly doubled from 71 billion dollars to 135 billion dollars in year 2000 to 2008. Open competitions towards the cost reimbursement on contract signing saved the billions of dollars of each American tax payers.

As the result of the cold war against the Soviet Union that ends up on late of 1980, the department of defense reduces it budget around 40 percent till 1997 (Susman & Sean, 1998). The reason the drastic budget decline and department of defense have not much choice to become more effective and more efficient buying the products good and services throughout the streamlining with innovation. The congress at that time also demand better and the educated proficient for the order to work and managing the acquisition reform.
