Introduction

The health bill may seem to b e in favour of the public policy, but it is important to analyse whether it brings opportunities to the community. This paper discusses the pros and cons of the health bill in UK keeping in view the political economy, public policy health care finding and the NHS provisions undertaken for healthcare.

The Health Bill

The bill of health and social care in the UK sent back to Members for detailed consideration at the request of Deputy Prime Minister. The bill stated that the patient get "appropriate medical care." This includes "nursing, psychological intervention, specialized mental health care and rehabilitation." The Government has proposed a compromise that represents the goal of treatment "as to alleviate the suffering or to prevent deterioration of the disorder, one or more of its symptoms or consequences (Parrot, 2006, 866)." However, the liberal-democratic peer Lord Carlile has successfully prevented the introduction of the amendment. "It is wrong to detention in psychiatric hospitals and made in cases where this is not on therapeutic benefits, - he said. - Physicians may be required to behave unethically as "jailers." The second defeat regards the definition of psychiatric disorder in the bill. Peers voted by a majority of 88 votes for special exceptions for drugs of abuse, sexual identity or orientation, cultural, religious or political beliefs; violations of constitutional order. As a final blow, peers voted by a majority of 39 votes for the final decision to accept only a doctor with a PhD and not just a "clinician, without qualification." The Government has proposed amendments to the bill after an incident with Michael Stone, the mentally ill, who, being at liberty due to imperfect legislation, committed murder Lin Russell and her daughter, Megan, in 1996. "People should not be exposed to fall under the Mental Health Bill, if any benefit from therapy is not compulsory, - said Lord Carlile. - This would be a real danger if we adopted the amendments of the Government. "

Public Policy

Healthy Public Policy is one of the central health promotion actions. Advancement of Healthy Public Policy requires that the health consequences of policy should be correctly foreseen and that the policy process should be influenced so that those health consequences are considered. Health Impact Assessment is an approach that could assist in meeting both requirements. Policies often produce health impacts by multiple concomitant routes, which make prediction difficult. Prediction in Health Impact Assessment may be based on epidemiological models or on sociological disciplines (Paton, 1998, 17). Health Impact Assessment must be based on an understanding of, and aim to add value to, the policy-making process. It must; therefore, conform to policy-making timetables, present information in a form that is policy relevant and fit the administrative structures of policy makers.
