Introduction

Looking back at the history of the development in New China it can be seen that the Chinese health care system has revived. From the 1950s to the 1970s, the health care structure in the rural areas worldwide started to develop. From the cities to the countryside, the government has established hospitals and health posts at all levels; the so-called barefoot doctors in rural areas started being active. Rural patients in the medical treatment sought medical treatment were only required to pay a small amount of diagnostic costs (Chen, 1996, pp. 23). From the central to local levels of government are responsible for subsidizing people's medical expenses.

After 1979, the traditional medical security system failed to catch up with the pace of reform, to move rapidly to the collapse of low-cost health care system that everyone can enjoy. In order to establish an effective rural health care system, leaders in the domain must first face the problems related to the cost of health care for low-income rural population, as it is too expensive. Back in 1996, Chinese leaders had discussed in the National Conference on this issue, the proposal to establish a voluntary, community-based national health insurance network in rural areas (Chen, 1996, pp. 23).

Profit Weight on Medicare

In health care costs continue to rise at the same time, there is an important factor to affect the health insurance system, and that the differences of the people of the health care requirements. Due to the extension of the average life expectancy of the Chinese people, times can be clear. Healthcare is no longer simply the means to deal with large-scale infectious disease; doctors are now facing more cancer or diabetes. However, there is concern that the medical institutions up and down the country seems to have fallen into a vicious circle depending profit higher than saving lives. In many rural areas, doctors have become the equivalent of a drug dealer; to sell-to-sell, the most expensive drugs (Dupre, 2008, pp. 1203).

In the city, doctors not only issued some fundamental unnecessary drugs often give the patient, but also always recommend patients for such as unnecessary expensive tests. Researches and doctors in the case of lack of rural medical insurance funds are always trying to supervise the behavior of local doctors, try to avoid those blinded by the medical workers to make damage disease suffering from ...
