According to the Caulkins et al. (2003), the two historic milestones that had the most significant effect on shaping the approach to substance abuse treatment in the United States are the use of licit substances, and an epidemic of a performance-enhancing drug. (Caulkins et al. 2003)

Trends in the use of licit substances may sway the use of illicit drugs. For demonstration, tobacco use has been declining as tobacco charges, stigma, and lawful limits on use have risen.
