This policy memorandum is from the perspective of a Secretary of Homeland Security to the homeland security community outlining the recommendations for increasing the effective use of intelligence in homeland security.

While Homeland Security is closely linked to the issues of defense and national security, it is a term most often used to describe efforts to strengthen the domestic security of the United States in the period following the 9/11 terrorist attacks.
