Introduction

Homeland security comes under the national security law of the United States. This law was formed to protect the country against terrorist activities. This law helps the country in keeping itself safe from terrorist activities along the borders of the United States. It has helped the country from remaining vulnerable to terrorist attacks and to remain safe from the damage of the attacks. This paper will discuss, the reason of the formulation of the law, the decisions made according to the law, how they were implemented and the issues that it faced while implementing the law. The different contexts of the law are also discussed in this paper.

The main purpose of this law is to develop an understanding of the public policy (Purpura, 2006). Homeland security act 2002 is one main public policy that the country had developed. It is an important policy for the safety of the country and has made sure that the country remains safe from the terrorists. It highlights the background and history of the security policies within the nation. A brief account of the scope and the implementation strategy is also mentioned. It discusses the purpose and the ways through which the nation's security is protected by the federal and private agencies.

Definition

It is defined by the National Strategy for Homeland Security as “national efforts to prevent terrorist attacks within the nation of United States” the various elements of this definition are. Terrorism- Homeland security is the joint efforts by the local government, federal state, the private sector, by individuals in order to prevent the attacks within the nation.

All Hazards- it is a joint effort to disrupt the terrorist attacks, safeguard against the man made hazards, and respond to the incidents that may occur (Noftsinger, 2007).

Terrorism and Catastrophes- it is what the homeland security department does to prevent, respond and recover from the terrorist events that destroy the national security of United States.

Discussion

Factors that led to Formulation of the Law

The name 'homeland security' was highlighted by the US government agencies in 2003; though the act was formulated in 2002. The main reason why this act was formed was the September 11 attacks. This terrorist act shook not only the country, but the whole world. This law not only protects the homeland, but also the sovereignty of the country, its population and its infrastructure. The concept of this law extends the fact of the government agencies towards the security of the country (Miskel, 2008). This act includes 187 federal departments and agencies. Some of these agencies are the Federal Emergency Management Agency, the guards of the United States, the coast Guard of the United States, the U.S Immigration and Customers Enforcement, the U.S Customs and Border Protection, the Transportation Security Administration, the United States and Citizenship Services, while the rest of the agencies are of the U.S Intelligence Community.
