CHAPTER 1: INTRODUCTION

Outline of the Study

My study will be based on the different government funding models that best correlate with the processes of hiring and job transition in Ireland. Our topic for the research is “Human Capital: The Effects of Educational and Training funds on hiring and job transition” in Ireland. The first chapter of our dissertation would provide an introduction to the topic and would also highlight the purpose and importance of the study.

In the second chapter of our dissertation, we would discuss the relevant literature on the topic and associate our research questions with the literature reviewed. The third chapter will include the methodology used in the study. Later, the analysis of the findings and discussion would be presented in the fourth chapter. The last chapter of the dissertation would include conclusion and recommendations for further research on the chosen topic i.e. effects of educational & training funds on hiring and job transition.

Background of the Research

The Operational Programme for Ireland was developed by the Managing Authority existent in Ireland. The managing authority is responsible for the provisions and regulations compiled in the National Development Plan 2007-2013. It includes a number of plans and objectives relevant to the adequate allocation of governmental funds to streamline the unemployment and job transition issues present in Ireland (Ahearne, 2011).

In Ireland, both agencies i.e. EHRD (European Human Resource Development) and the National Development Plan set specific objectives and aimed to achieve them between the period of 2000-2006 (Barley, 2010). Their objectives included enhancing employment opportunities for domestic population, improvising the human resource policies and to allow the general amendments that were required to induce sustainable growth, improvement and consolidation in the Irish economy. They also aimed at increasing the competitiveness among various regions in terms of trained workforce and skilled labour.

Hence, a number of interventions undertaken by the FÁS (Foras Aiseanna Saothair), training & Employment Authority and the Department of Education in Ireland have played a vital role in the achievement of the objectives of the government. However, many changes could have been applied to make the process even better and to enhance its functioning (Whelan, 2010). A vast majority of Irish population also benefited from the “Early School Leaver Progression Programme” started by the government.
