Introduction

This study focuses on early childhood curriculum in England. In history, due to the little government involvement in laws of curriculum, proper process of curriculum implementation was developed. In recent times, to improve standards and the excellence of childhood institutions, the intrusion of government has significantly increased in early year's education. Government established a structure in 1966 for an early year's curriculum and revised it as the Early Learning Goals in 2000. This structure proves to be purposeful and focuses on learning objectives to be attained by the children. (Norman, 1990, pp 1-63)

There is a continuing discussion concerning to the suitability of the historical year's education among the policy makers, who give emphasis to school effectiveness and efficiency and early childhood experts and who emphasize on progressively appropriate curriculum. On the contrary lots of early childhood experts have spoken concerning that the policy of the government of increasing standards may take them to extra attentiveness on the attainment of specific learning targets and on formal teaching. Rumbold said that the adults involved with the children of ages three and four, have to apply proper approach or direct teaching. Teaching a child is always very useful so direct teaching is essential at this part of age is vital than any other age. The intention of this study is to spot the scenario of early childhood curriculum in the England. (Central Office of Information, 1967, pp 1-92) First, the study observes the past advancement by Plowden and Rumbold and early year's foundation stage concerning to teaching and learning and also mentions the change in the policy regarding the early childhood curriculum in England.

Plowden and Curriculum

The Plowden report highly praise the curriculum of independence which teachers had had in ever rising measure since the end of the payment by results system in 1898 and the Code of Elementary in 1926. The freedom was being additional extensive at the time when the report was being written by the comprehensive schools and abolition of secondary selection, about which the Committee agreed and approved. Although, the Plowden Committee was not completely convinced that schools had fully utilized this freedom but the inherent conservatism of all teaching professions and the force of tradition made it slow rate of change. Concerning the curriculum, the Plowden Report was perfect and clear. One of the major educational duties of the primary schools is to strengthen and build on children's basic concern in learning and guide them to learn for themselves and not to get disapproval or praise from others.
