Introduction

The criminal intelligence work is often characterized as primarily an analysis function, an activity covert or knowledge work. None of these perspectives are accurate. The function of criminal intelligence is much broader and deals mostly in anticipation of risks and improving public safety. The role of intelligence, at least within the field application of the law, is twofold. It anticipates future security risks and influence public policy-decisions for actions to prevent crime before it takes place.

Discussion

The responsibilities of the Intelligence Analysts include conducting intelligence analysis, and assessing risk pertaining to threats. Furthermore, the intelligence analysts are also responsible for producing strategic and tactical reports, and operational and analytical products. They perform tasks such as entering data, and researching and documenting incident reports. Moreover, the analysts also conduct presentations to law enforcement affiliates, and produce link chart products (Monkkonen, 2004). There are other tasks, as well, which the intelligence analysts need to perform. These tasks include testifying as an expert witness in court; providing case support relating to investigations of drug trafficking, major crimes, money laundering, gangs, violent crimes and serial crime events; and providing support during emergency events, planned special events, training events, and training exercises (Monkkonen, 2004).

IALEIA

The establishment of the International Association of Law Enforcement Intelligence Analysts (IALEIA) took place in 1981 in the United States. The organization performs functions pertaining to the advancement of principles of professionalism in those organizations, which ensure the enforcement of law intelligence analysis. The IALEIA covers a broad spectrum of the analysts from the local, state, national and international levels. The aim of the organization is to improve the intelligence analysts' understanding of their roles, promote the acknowledgment of law enforcement intelligence analysis as a professional endeavor, and establish standards which meet the International qualifications and competencies (Kelly, 2009). Furthermore, the IALEIA also seeks to strengthen concepts pertaining to professionalism, create standards relating to training and curricula, and provide consultancy and other relevant services on intelligence analysis situations. On the other hand, the organization also provides research work related to critical studies, and the ability to distribute information about analytical techniques and procedures (Kelly 2009).

The IALEIA is one of the leading organizations in the entire world. Furthermore, the IALEIA is a sister organization to the Australian Institute of Professional Intelligence Officers (AIPIO). The associates of the AIPIO are qualified to have certification by IALEIA's certification arm, previously called as the Society of Certified Criminal Analysts (SCCA). In addition, AIPIO also has close associations with the Law Enforcement Intelligence Unit (LEIU). With respect to this, the IALEIA also had joint annual conferences with the LEIU (Steverson, 2008).

The IALEIA is a not-for-profit organization, which works for the encouragement and promotion of the law enforcement analysts. The management and control functions of the organization fall under the international Board of Directors, which consists of IALEIA members. The number of these directors is nine, who are elected.
