1.1 Why is the action plan needed?

Childhood obesity is a rising problem in the UK. The effects are increased illness such as early-onset type 2 diabetes, hypertension and reduce mobility. Childhood obesity is an "evil" question, because it is not so easily lend themselves to traditional management strategy (Watterson, 2003). Therefore, it is imperative to seek new ways to solve it. One of the resolutions proposed by the scientists of policy is to consider an increase in inter-agency cooperation to minimize misunderstandings, improve customer service and increase current knowledge(Carr, 2007).

With the changing political environment, inter-agency cooperation will provide an opportunity for agencies to work together to solve problems creatively wicked. This dissertation aims to identify the front of employees of public education and health care are interested and willing to work together to solve the problem of childhood obesity. These front-line workers to bring energy and experience to work directly with children who are overweight (Pencheon,2006).

1.1 Why is the action plan needed?

To explore the possibilities of inter-agency cooperation between public education and health, I conducted a series of focus groups to supplement the process of Delphi, on education and health facilities in south-central part of the state of the UK, where childhood obesity is of considerable interest to public policy. These two service providers were selected because they are confronted with issues of childhood obesity on a permanent basis, they have access to the service recipients, and they are the front workers, who have the opportunity to make meaningful changes. However, studies have shown that they do not cooperate on an ongoing basis (Payne,2000). In discussions with the front of the workers to include their perceptions of the Agency's decision, I sought to determine (a) as the agency framework of childhood obesity and whether they will frame issues similarly, (b) what they see as the main obstacles to interagency cooperation, and (c) whether they have had experience in and express their willingness to participate in such cooperation. The results of this thesis to align the front line with the realities of the concept of interagency cooperation(Orme, 2007).

Representatives of institutions and public education and health has identified poor nutrition and low level of activity as the main causes of childhood obesity. In addition, both agencies noted concern about the psychological and emotional well-being of overweight children. However, educators and medical professionals differ in how to address childhood obesity in agency settings(Cowley, 2008). Each agency has acknowledged that the family life of the child is a factor that can not be changed without the involvement of parents(Carnwell, 2005). There are also restrictions on the participation of these agencies in interagency collaborative that are beyond their control, such as lack of time and institutions. Participants noted that current cooperation through the agency of the boundary between the front of the workers is rare.
