Introduction

The World Trade Organization (W.T.O) is a central player in the process of contemporary globalization. Although its core function is to facilitate trade liberalization (the reduction or removal of tariffs and other trade practices that inhibit the free flow of goods and services) among its member states, the W.T.O also plays an important role in certain aspects of environmental governance. For example, the W.T.O is currently discussing how to liberalize trade in environmental goods and services and also plays an important role in adjudicating disputes relating to exemptions to trade rules for environmental protection purposes.

In this research study we will discuss the merits of joining the World Trade Organization as a development strategy for least developed country (Iraq). The study argues Iraq and its decision to join W.T.O builds strategist and new economic and trade policies requires reforms and structural changes in sectors of the economy and foreign trade regime. And requirements for joining to W.T.O export development able to access external markets in accordance with the conditions and requirements of competition and liberalization of international trade and on how to develop foreign trade of agricultural products that the researcher through agricultural marketing systems development alongside founding agricultural export development corporation is a joint Government-private sector (Drahos, 2003, pp.79).
