Introduction

The administrative departments of a country are run by both, public and private sectors. The private sector normally works for the provision of commercial goods to public and functions with the motive of making profit. While, the public sector provides public services which are aimed at facilitating the provision of goods and services with no emphasis on earning profits. Thus, the public services are given to the public for their welfare and assistance. Even if they are charged for it, it is a very reasonable cost which is taken from the public as a reward for the high quality services and endless efforts. While planning for the production of these goods and services, certain techniques are applied in order to ensure the quality and delivery in time. In the present age of technology and innovation, the organizations, whether in public or private sector, aim to serve their customers in efficient and effective ways and thus, guarantee effective production techniques. One such innovative method is the lean thinking approach normally used in the public services institutions these days. This paper will discuss, in detail, the usage of the concept of lean thinking in the public organizations, and in doing so, it will also explore this consideration in the department of health services.

Lean Thinking

Lean manufacturing or lean production is a practice of production which considers disbursement of resources for the all the particular goals except adopting wasteful ways to create value for the final customers. Principally, the method of lean focuses on conserving value with minimum effort and waste.

The philosophy of lean manufacturing is dedicated to the organizational objectives which are mostly derived from Toyota Production System (TPS) and were identified in 1990s. The lean method is prominent for the stretch and emphasis that it places on the lessening of originally introduced seven wastes of Toyota to enhance largely the worth and value provided to the customer. However, there are different viewpoints regarding the best achievement of this objective.

The firm expansion of Toyota, beginning from a small company and reaching to the heights of the world's prime car manufacturer, has dedicated all its strengths on the achievement of quality, while eliminating wastage at the same time. Lean manufacturing is a disparity on the argument of effectiveness and competence supported by maximizing flow; it is the practice of the instance of current age of the frequent premises aimed at decreasing waste, increasing efficiency, and utilizing experimental procedures to decide matters, rather than uncritically accepting the traditional ideas and philosophies that exist. (Jeffrey, 2003, 209)
