The new state budget that dismisses pension benefits for public employees. That's a result of Fred Risser's approach, but it is really his approach that has everyone up in arms. He created this new allowance proposal without even a phone call to the educators' unions around the state, therefore eliminating collective bargaining. The issue that Wisconsin is facing is that identical many other states are furthermore facing.
