Introduction

The healthcare is as old as the creation of human beings. The health care is changing just like anything else in the world as the Heraclitus in 15th Century BC described that there is no such thing in this world as permanent but changing. So Change is constant in the world where everybody is living today (ASSC, 2007). The ways healthcare witnessed changes and health is changed according to changing definitions is directly or indirectly effecting patients, diseases, treatments, the costs and finances associated with them, delivery systems, care givers such as doctors, nurses and physicians and finally the general society. Healthcare and the economy are quite interdependent in countries around the world and so is the Australian country which as historic realignments with both. For Australia, there is need to constant changes in innovation and evolvement to provide quality healthcare services to patients across nationwide and also to accelerate the economic regimes in the region (Wakerman, 2004, pp.210).

Primary health care delivery is becoming important consideration in Australia as well as whole world which determine how health system is performing and responding to the current and emerging healthcare needs of population within country. In this research proposal, we will examine the primary healthcare services within Australia. Primary healthcare is objectively selected for this research proposal because various researches both modern and traditional shows that strong primary healthcare services within country represents how country is responding to the changing healthcare needs in association with delivering lower costs of hospitalization, address health inequalities and provide better health outcomes such as low mortality within communities as compared to those countries which do not have such kind of healthcare systems. Various reports such as from global health organization, World Health Organization (WHO), indicates that governments around the world should focus on delivering and returning to their primary healthcare delivery for emerging healthcare needs to deliver better performance and equity. The WHO report further indicates that gone are days when countries are appreciated for their level of economic developments. Today, countries with same level of economic developments are compared with those countries which put great emphasis on primary healthcare needs of people and investment of healthcare (Wakerman, 2002, pp.457). Lacking in this priority, countries no longer able will be able to establish their economic mark on the globe. Today, more and more countries are realizing the importance of delivery high quality healthcare services especially in their primary healthcare services and reserving high amount of investments in primary healthcare in their GDPs (AIHW, 2008c). Number of researchers support great number of reasons, why to reform and bring changes in primary healthcare services within a country. Many support that there is a dire need to bring service provisions and restructure the current health systems to primary healthcare system so that more and more people can be provided with basic needs of healthcare services.
