Abstract

The NTSB s vision is for the public to continue to have confidence in the nation s transportation systems, even when accidents do occur. Knowing that an independent body will determine the causes of accidents and recommend corrective actions be taken is the large part of the public s assurance. The NTSB has become the critical link in the chain that ensures the safety of the traveling public in the United States and throughout the world. Its investigative practices, determination, the passion that its employees possess, and most of all, the commitment to improving all aspects of safety in transportation under scrutiny and the most demanding of circumstances, are what makes the National Transportation Safety Board the worldwide standard. It is in the interest of all who travel, by whatever mode, to ensure that the NTSB continues to strive for excellence in independent accident investigation.

Introduction

The movement of millions of passengers over distances thought impossible decades ago is the symbol of modern era of air transport that is characterized by speed, comfort and personal convenience. Trade in aviation, both commercial aircraft operation for benefit and development of aeronautical systems, is also an important symbol of national prestige and the powerful economic force. Air transport security is therefore the matter of significant national importance.

The National Transportation Safety Board (NTSB) plays the central role in global equation of aviation safety. The agency enjoys reputation of being first independent safety authority in world research. The caliber of agency s investigations and reports has become international standard. The NTSB is considered best in business and has served as the model for independence of investigating authorities in many countries. And while NTSB investigates thousands of ships, trains, roads, pipelines and general aviation accidents each year, reputation and credibility of Board is based substantially on their ability to determine cause of commercial aviation accidents.

Discussion and Analysis

History

The NTSB was formed through Department of Transportation Act of 1966 and Independent Safety Board, 1974 (Code of Federal Regulations Part 800). These two bills put responsibility for investigating and determining probable cause (s) of all civil aviation accidents in NTSB (1996 Annual Report to Congress 28). The agency was later charged with functions of investigating security problems in other modes of shipping, rail, road and pipeline. The NTSB is based in child L Plaza, downtown Washington, DC

Mission Board

The Council's main function is to promote transportation safety. The Board is responsible for research, determination of facts, conditions and circumstances and cause or probable cause of all civil aircraft accidents and specific audiences.
