Case Study 1: Changing the Rules at Bosco Plastics

Q1. Do you think Jill Thompson's proposal to decentralise the rules and procedures of Bosco Plastics will work? If so, why and how? Give reasons. What, in your opinion, are the requirements to make decentralisation effective?

In my opinion it is a good strategy to ask the departmental heads to assist in the formulation of rules, regulation, policy and procedures. This is due to the fact that the departmental heads have more information about what is required in their department and how it should be implemented. This will also motivate them towards the achievement of organizational goal as their voice is head and respected. This will also help the employees under these departmental heads to work for the achievement of organizational goals and objectives. As the managers and the supervisors which try to enforce the rules, regulations and policies which are in the benefit of the organization and for their department. The policies and procedures which are communicated by these people will also be helpful because they are the people who know in actual what are the requirements of their departments. The departmental heads will be more concerned about the policies and procedures of their department therefore they will prefer to get opinion from their sub-ordinates and other employees (Champoux, 2010, P. 111).

In order to de-centralize the system Jill has to consult all the departmental heads. The departmental heads will be required to formulate their future goals and objectives in align to the goals and objectives of the organization. Another thing which is important for the decentralization of organization includes delegation. Delegation of authority is very important as the departmental managers will be able to work efficiently and effectively only if they have the authority to make decision and take steps towards the betterment of the organization (Griffin & Moorehead, 2012, P. 449).

Q2. What kinds of rules and procedures do you think the department managers will come up with? Which departments will be more formalised? Why?

Different procedures which the departmental managers will come up with will include change in the environment of the organization like change in attendance system. The flexibility will be only provided to the research and development department. Other departments will have to time in and time out the specified timings and only a grace period of 15minutes will be given. This will help the production manager to know in actual what kind of labour will be available and at what quantity. It will help the department to plan the production in more productive way.

The flexibility which is provided to the research and development will help them to focus more on the creative ideas as creative ideas require spare time and a fresh mind. In addition to this different recreational activities will also be included in the plan for all the employees especially to the research and development department.
