Proper evaluation of effectiveness

In order to control costs, the Dean should control the processes that the department will be carrying out. By outlining the processes and setting out the perimeters of the processes to be carried out beforehand, it will become possible for the organization to engage in a cost-effective and ceiling-bound approach to the development and functioning of the institution (Jones, 2009). However, in order to ensure that the effectiveness is properly evaluated by the increase in student population at the undergraduate level, it will be essential to begin by communicating the relevance of the evaluation to the students. This can be done by making use of on-campus social gatherings, distributing memos or setting up information dispersion kiosks around the school before the evaluation takes place so that the students and the university are on the same page about the degree of sincerity with which the students should perform the evaluation and the impact that the evaluation will have on the students and the university (Pugh, 2007).

Another equally critical element that the university will have to keep in context in order to engage in an effective evaluation is the tool through which the evaluation takes place. The tool used holds extreme relevance because the type of tool will have a significant degree of impact on the authenticity of the data collected in the evaluation. For instance, if exams are around the corner, it would be better suited to email closed-ended survey questionnaire forms to the students to fill and submit over a centralized intranet drop-box. Characteristics such as these can make a major difference to the evaluation (Daft, 2009). Similarly, the organization can also choose to adopt an inductive approach by acquiring information from heads of student associations and letting the heads collect information from their respective bodies, thereby dividing the load and reducing it in the process.

Bureaucracy as a problem in an organization

Bureaucracy can become a problem in an organization when individuals who are part of the bureaucracy begin to make use of the fundamentals of the bureaucracy to develop and implement a lobby in the organization. This creates challenges for hardworking and sincere employees who deserve to be rewarded but do not get their due rewards on account of the bureaucracy's control over the functioning of the organization's processes. In addition, the presence of a bureaucracy may also become a liability upon the organization when the bureaucracy does little more than contribute to the red tape on internal processes (Jones, 2009). Common examples of such cases can be found in employee unions that become victims of faulty bureaucracies and eventually degenerate and lose their credibility with the passage of time.
