The internal transport system was not fully developed at independence. The railways were the main means of transport, but the network in western Pakistan was built on the assumption that the region is part of a continental economic and political entity and not suitable for needs of the new nation. Development is needed to improve the links between Karachi, Pakistan and the first capital of the country's main port and commercial center, and Punjab, Islamabad, which has been established that the new administrative capital in 1962.

Burki (1999) mentions that in 1970 and 1980, road and air transport has grown faster than the train. Between fiscal 1978 and fiscal 1992, the volume of cargo and passenger transport by rail has increased only slightly, while the path of the origin of the goods and the number of passengers has more than doubled. In 1994, transport policy is aimed at transferring more traffic back to rail, with a long-term objective of a railto-road transport of goods ratio of 33:67 in 2000. However, it seems unlikely that this will be achieved (Burki, 1999).

In June 1992, the road network covers 179,752 km, paved roads made up 51.2 percent. The number of motor vehicles has more than doubled during the 1980s. Their number is estimated at about $ 2 million in 1992, including 932,000 motorcycles, 454,000 automobiles, 220,000 tractors, 157,000 trucks and vans, buses and 37,000.
