Abstract

This paper examines the matters of front-line workers inside residential childcare, giving their sentiments on how latest government sponsored quality enhancement plans have impacted on service delivery. Residential childcare has been at the forefront of government sponsored quality developments since the early 1990s. It reflects numerous of the difficulties and dilemmas faced by the broader individual communal services part when applying performance enhancement methods. Introduction

Enhancing value has become a key organisational aim for the personal communal services in Britain over the last decade. It is an integral part of, and justification for, many of the initiatives that are now coming from the government's Modernising Agenda Cmd 4310 (Prime Minister and the Minister for the Cabinet agency, 1999). Enhancing value in this context is no longer a contested concept that needs one to consider what influence distinct stakeholders contain over its definition and application in practice (Pfeffer and Coote, 1991; James, 1994; Clarke and Newman, 1997). The premise underpinning this paper is that the government's approach will at best be limited, as it goes wrong to consider the matters of front-line employees and how quality services require more than the effective use of existing assets (Carter, 1994; Clarke and Newman, 1997).
