Introduction

The main purpose of this paper is to analyze the personnel evaluation methods and compare the three state agencies' personnel evaluation systems. The paper is also an analysis of the key factors which are considered in the implementation of a public personnel evaluation system and the four challenges which should be considered by the public manager in the implementation of public evaluation system. A performance evaluation process is the process used by the companies for the purpose of evaluating the performance of employees. In order to assure the effective merit, this system plays a very important role. This is supposed to be the main component of an effective merit system. According to the merit system it is necessary for the public organizations that they should cover their employees on all levels and should measure their performance by using the evaluation processes that are valid and have results that may confidently and legitimately be used as the basis for a variety of personnel actions.

Certified Personnel Evaluation Method

This is one of the effective evaluation methods used by the state agencies' for evaluating their personnel. Under this evaluation method, the committee of the certified personnel evaluation method offers the new staff evaluation method which is certified. This system has been designed for the purpose of developing an evaluation process which is helpful in the proper encouragement, guidance and supporting the collaborative work of different staff. The main purpose of this system is to bring enhancement in the instructional effectiveness and the staff's performance (Yoneyama, 2008). Thus, this system is adopted by the state agencies for the proper evaluation of their personnel and providing them proper guidance so that they can perform in a better manner.

Trait-Focused Performance Appraisal

This is another important performance appraisal method used by the state agencies in order to evaluate their personnel. The main focus of this system is on the different attributes of employees including the punctuality, helpfulness and dependability. Under this system the supervisors of the state agencies rate the employees by maintaining the proper indications of these mentioned traits exhibited by each employee. These traits are mostly focused on the simple checklist by providing the similar options ratings. This system of personnel evaluation is very popular in state agencies since a long time for the purpose of evaluating their personnel. One of the lacking of this evaluation method is that it is mainly based on the biasness of supervisors. The main factors to be assessed under this system are accuracy and reliability of the employees (Smith, 2000).

As compared to the certificate personnel evaluation system, this evaluation system is normally considered to be an effective system in state agencies because it mainly focuses on the traits of employees.
