With concerns about the long-term viability of the environment looming, public and private organizations have recognized the need to incorporate green methodologies into their business practices.1 The U.S. Government in particular has taken impressive strides to become more environmentally conscious.2 These efforts are especially evident with respect to the buildings that it owns and occupies.3 However, the Government must take further strides to reduce the startling environmental impact attributable to these buildings.

Construction activity is commonly considered to have adverse impacts on the environment, which is the basis of sustainable development for human being. It is considered that the proper development and operation of a construction project can make sign can't contribution to the mission of sustainable development. However, the existing docility is the lack of the guidance for implementing sustainable development principles in construction business. Whilst the concept of sustainable construction has become popular in research, there is little existing work providing methods to assess the degree of the contribution of developing a construction project to the attainment of sustainable development.
