Introduction

Depending on whether the project is a public or private job, the bid or proposal process can be simple or qualified resort. Bidding documents may typically include an identification of the project and a job description, time and place of bid opening, the place to browse or buy bidding documents, bid security, references (if required) Any request for prequalification, the owner's right to reject bids and identification of any laws or regulations governing the procurement. On the other hand, the bidding documents may encourage the contractor to complete the project as soon as possible, and the bidding documents may include the payment of a premium if the project is completed earlier.

Sometimes the owner and designer of a project have a pre-bid conference. The pre-bid conference allows potential bidders to ask questions about the project and the bidding documents. This procedure is useful because it allows the identification of the corrections or amendments to bid documents for errors. When you need a change, the project owner or the designer is sent to potential bidders' changes, avoiding problems with the contract at the time of opening the tender. The Procurement and Supplies of the Treaty Organization (NATO) are responsible for implementing the process of bidding for the purposes of the Organization. The completion of this procedure does not imply any obligation to award the contract, the competent authority may, either not to award the contract or set procedure, as required under a different procedure.

When the contract covers several lots, the competent authority has the right not to attribute some, and possibly decide that the other lots will be one or more distinct markets need a different form. Calls for bids may be modified or cancelled in whole or in part before the deadline for submission of bids. In this case, bidders are advised in writing.
