Public Services

Introduction

Public Services are services that are performed by the government and that provide citizens all the services that benefit them and help them lead a good life. These services are financed by the government and are looked after by the government officials. There are people who take care of different sectors separately and they ensure that the people who require these services get them at the appropriate time (Wickwar, 1938, pp. 38). These services should be characterized so that there is no confusion between the departments of different services. This paper will discuss that to what extent the concerns of quality management have affected the services rather than the considerations of cost minimization.

Quality Management in Public Services

In developed democracies, citizens are wondering who it serves the administration. According to recent studies reveal the OECD, there is an impairment of the sector public as a tool provider. Today the Public Administration asked contradictory answers. It must act in accordance with the law and the budget ensure equal treatment, consistency and uniformity, while responses fast, flexible, quality service and be responsive to citizen demands. To resolve this dilemma administrations have sought new management paradigms public based on the principles by which the state's role shifts from the imposition of standards to the recognition of difference, of equal strength to the active regulation of differences, the argument of general interest to the mediation between universal interests and interests (Simmons, Et. Al, 2009, pp. 47). In this context that the reforms aimed at modernizing its administrative and organizational model citizen orientation and quality public services as a fundamental principle.

Quality of public service could be linked to equal treatment without thereby rejecting the concern cost of service. According to some experts there is only one way to establish an overall balance between legitimacy, effectiveness and efficiency in public administration, that the constitutional legitimacy that is the source of public organizations comes enhanced by the ability of system to meet the demands and needs. Hence the new model governance is not an isolated issue, but is intimately connected with concepts as: -

In short, a new concept of public administration and mission is being formulated. Quality assurance is difficult in public services because services are difficult to monitor. It depends from person to person to provide quality services (Sabatier, 2007, pp. 31). Providing good services is up to the personnel who are providing the service, but in public service it is the duty of the government to make sure that it ensures quality. The public services that the government provides are for the citizens, so the government should make sure that the services that it providing are up to the mark and no other aspect of public service is supreme than quality.
