Recommendations for Effective Use of Intelligence

The memo is written to the Director of Homeland Security for the purpose of increasing the effective use of intelligence in homeland security. To fight against terrorism and natural incidents, Homeland Security requires measurable strategic goals, and United States has remained successful in achieving these goals. The aim was to formulate a department to handle homeland security after the terrorist attacks of September 11.

Therefore, homeland security is about providing protection to the territory and the population who lives there. The concept extends responsibilities of government agencies towards the national security. The homeland defense includes 187 federal departments and agencies. Activities were designed by George Bush with reference to homeland security. As a result of this, a new department of Homeland Security was established.

The main sources of threats to national security in the state and public security are: intelligence and other activities of special services of foreign states and organizations, as well as individuals, to the detriment of security of the US, the activities of terrorist organizations, groups and individuals, disruption of the normal functioning of public authorities (including violence against the state, political and public figures) and many others.

Keeping in view the above factors, the DHS should focus on the effectiveness of its intelligence. There should be wide and clear ways for the intelligence to work in the best interest of national defense. The primary function of the security community and intelligence is to help the government ensure the safety of Americans. It must judge whether a threat is increasing or decreasing, provide political leaders with well-grounded advice and take preventive measures or law enforcement as appropriate.
