Soft Systems Methodology seeks to foster learning and appreciation of the problem situation between stakeholder groups, rather than those provided to solve a problem of pre-defined. The complexity of many organizational / social problem situations defeats attempts to define a problem in many such situations the problem is "what is the problem?" SSM provides a framework for the fight against such situations.

There are two main modes of SSM, the activities of the real world and systems of thought on the real world. The initial work includes interviews and meetings to better understand the problem situation, which is represented by the use of "rich pictures. Reasoning systems concepts of hierarchy, communication, monitoring and emergent properties in order to identify relevant systems "that can provide useful guidance.SSM is a method used to support and structure thinking about, and involvement in, complex organizational problems.

SSM is a management process: to begin the process of realization of organized action. SSM practitioners take to manage the process of thought-out and implementation of organized action, and respond to changes in the world that could affect this action.

SSM makes the management process that must be the prerogative of a class of workers called "managers". Manage, in these terms is an activity performed by all sorts of people, all sorts of levels, in all sorts of formal and informal groupings of the organization. SSM assumes that each individual will see the world differently. Different worldviews inevitably lead to different interpretations and assessments of any situation, which leads in turn to different ideas of affirmative action.
