Quality of Web-based learning in GCC countries

Objectives

This study will focus on revising the quality provided by and achievements of open learning in GCC countries.

Introduction

The GCC countries are facing the challenge of diminishing oil reserves. However, in an attempt to diversify the economy from oil resources, a major problem is faced by the GCC countries that is, their existing workers' skill base is low as compared to world standards, and there are little research facilities relatively.

Data obtained from the Global Competitiveness Index suggest that the gulf regions significantly insulate behind in innovation and education. Educational institutions possess low enrollment rates on average, on the whole at tertiary levels. The quality of edification needs upgrading as per demands of the present era. In the modernization category, all gulf countries except the Qatar and United Arab Emirates stands in lower half as compared to the overall model of 128 countries observed. A scrutiny of the results obtained from researches indicated weak quality of research institutions locally and also a scarcity of qualified staff being the most significant reasons of the lagging performance of the Gulf council countries. This is causing a hindrance to growth and aggravating other issues related to import for both technologies and foreign workers. Consequently, the way of handling education policies by GCC can be sighted as a significant measure of the country's ability to build up innovation-based economies that are not dependent on natural resources wholly.

In order to understand their competitive potential fully, GCC countries have to focus on strengthening the quality and availability of educational institutions at all the levels including primary, secondary, and tertiary. Some GCC countries are lagging behind especially at the level of primary education and exhibit quite high illiteracy levels, while other GCC countries are observed and recommended to improve tertiary level education. A frequent hindrance that occurs in these regions is that, the lack of educational institutions in teaching young people necessary skills for succeeding in the private sector.

In the majority of GCC countries, more ingenuousness to international and domestic competition is thought to benefit the economy. The capability to adopt novel technologies from overseas and the ability to innovate are also limited on average. This is principally due to the inadequate excellence of research institutions and is also due to the lack of qualified staff, like scientists and engineers. (nicholas, chiemi, 2007).

Formed in 2000, the GRC (Gulf Research Centre) was aimed on developing social science research, education, news media and consultancy. Up till now much work has been done for introduction of quality learning opportunities. However, this paper will focus on the effectiveness and measures taken to enhance the learning system.
