Human capital is a source of innovation; innovation is the soul of the high-tech enterprises. Human capital status relative to physical capital has been greatly increased. Human capital for the development of high-tech industries is very important; it is a key element in the development of Silicon Valley. Human capital development and attraction is the most important factor for Silicon Valley's success Silicon Valley still has the same appeal today than twenty years ago and continues to attract the best human capital and entrepreneurial minds to launch their start-ups there. Silicon Valley companies to take a variety of recruitment strategies to snatch talent, not only provides a competitive salary and benefits, and also provide a more attractive policy, such as the opportunity to provide more knowledge training, and some companies will provide global rotation opportunities.
