Introduction

This paper discusses the requirement and importance of bilingual education in public schools. Bilingual education, expanding in United States and covers some very different aspects across the states: education policies and language teaching devices. Bilingual resulting depends on political, social, economic and cultural. Bilingual teaching is a modern and increasingly popular form of education. In many countries, the number of bilingual schools, where part of this material is taught in German. United States is also among these countries there (Ovando, Pp. 12-38).

Discussion and Analysis

It is always important that the language has a meaning for the child. This importance arises for instance when the child within the language is spoken by many people or very often. I understand that if there is only one child, it is important that there is a close relationship with the child, and they (parents) speak this language as consistently as possible. Even with more than one child, it depends on the intensity of the bond. In principle, I see an early contact with different people speaking the language as something enriching for a child's development, under the condition that the child is not placed in "learning-pressure". But what I understand from this is that children, who grow up bilingual, make a variety of small experiences with languages. They realize early on that sound different languages ??that mean the same things differently, that gestures and facial expressions are different. Thus, they set themselves apart with intense language than monolingual children do. Bilingual children develop greater awareness of such a language, and that will also support the acquisition of additional languages. The vast majority of parents have a deep need to talk with their child their own mother tongue, and that is indeed the most natural thing in the world (Blessing, Pp. 597-603).

Speaking of bilingual education, we must first explain the concept. The concept of bilingualism/multilingualism has three field units, depending on the context in which bilingualism is viewed: individual bilingualism, bilingualism and bilingual social purpose as education. Proponents argue that determination of individual bilingualism is still the most difficult, because individual bilingualism was seen as the goal of education. Functional bilingual is a person who uses or is capable of using two languages ??on the basis of need and change the language of communication, depending on the interlocutor, situation, goals and themes. According emanating from the definition of competence, a bilingual person is one who can communicate in two languages ??actively (speaking and writing) or passively (listening and reading), while bilingualism does not oblige an equal command of two languages, as the competence of two languages ??may differ in language skills.
