Introduction

The main purpose of this paper is to make an analysis on the recently launched privatization of local solid waste management held in Cairo. This paper focuses on the severe effects on the economy and makes discussion on the urban settlement system of Zabaleen garbage collector's communities. As per the strategy of official development, there is great importance of privatization of solid waste services for the governmental plans designed for the rehabilitation of different areas located in Cairo. These rehabilitation plans had the objectives to provide favor to the interests of business while providing threats to the interests of local population.

Discussion

There are different government agencies that are facing problems of lack of budgeting. These problems in lack of budgets result in shrinking of revenues and the increasing expenses that lead towards the main towards the main shortfalls. As per these shortfalls in the revenues and budget, the main response of the government is to minimize the cost and size of the government and providing main emphasis on the police and fire protection. This is the main reason that in order to make proper concentration on other main issues, government try to privatize their other activities which can be better served by the private agencies at a lower cost (Abanobi, 2001). Thus, waste management is also included in these activities which government sells to any private sector in order to reduce cost, and increase the efficiencies and benefits. Solid waste services are considered to be the most important factor that can be taken into consideration for the privatization. There is no reasonable justification for this privatization unless a political decision, without having tried in the 5 years of socialist rule in Requena, improved service, better management or extension of collection days.
