Introduction

In the political declaration adopted by 10 June 1998 at the ninth plenary session of the twentieth special session of the UN General Assembly, UN member states on the drug problem gives the following assessment: "Drugs are a grave danger to the health and welfare of all mankind, the independence of States, democracy, the stability of nations, the structure of all societies, as well as dignity and hope of millions of people and their families "[1]. Therefore, the international community rightly had concerns about ever-increasing scale and danger of the spread of drugs in the world, knowing that defeat this problem in one country is impossible (Petrus C, 2005).

By virtue of its general purpose border guards in most countries is an integral part of the system of providing state security. And because of its direct competence includes issues of counteracting threats to the state border, the capacity of border services directly and is involved in the fight against drug smuggling. And in an increasingly expanding the geography of the drug business, diversity of tactics and ways to move drugs, this problem is becoming more urgent.
