Puerto Rico Education Project (PREP) was a project that came out as a result of the joint efforts of the U.S. Company USCO with the Education Department of the Puerto Rico. The project got funding from the U.S. government with an aim to install large mainframe and develop vast databases having the records of all the teachers, students and schools present throughout the island. PREP was estimated to be $15 million project.

The entire system development has to take place in Puerto Rico. USCO made an assumption that the people in Puerto Rico do not possess the required skills and thus made an arrangement to hire personnel for the project from the mainland of U.S.

USCO had an experience to work on a number of complex projects. The current project the company is handling is of an above average scope and size. They had a specialization in the Military Projects. The company policies include a well-deserved compensation for the people moving to other countries for the project. However, for the offsite project no such compensation is provided to the workers.

The process of recruitment commenced after the approval of the project having three management levels. The company got Gary Harrison as a second person in line for the executive position. Gary had worked on a number of military projects, but he had no connection with the education and off site projects.

As the project had a completion time of three years, the families of the personnel were also moved with them to the project place. A written agreement was signed by them that their families will remain settled in the place for a period of three years and will not leave the place. Although in reality, it was something not possible. The employees were also required to stay with the company for a period of 18 months after the completion of the project.

In order to analyze the environmental differences, the company sends John Piersall, the division Vice President for Personnel to the place in order to see any language and cost of living differences exist at the place of project. The report provided by him focused that nearly all people can adequately understand and speak English language and that the cost of living is almost the same as other U.S. states.
