Introduction

An individual, who is looking for work and is eager to work at the living salary but is incapable to find a job is said to be "unemployed". Unemployment mentions to the state of being unemployed. It furthermore mentions to the number or percentage of persons in the employed community who are employed. In other phrases, it is only persons who are out of work. This is, although, a generalization declaration as it is much more perplexing than that.

The job loss rate is a ratio that is got by splitting up the number of jobless persons by the number of persons in the work force. The rate of job loss is a part that is less than one. It is generally conveyed as a percent.

Target population

During the 1970s up to the mid 1980s the country went through an economic crisis reflected in the fall in the GDP from 5% in the period prior to the mid 1970s to an average of 2.6% in the early 1980s and about 1% in the beginning of the 1990s. The economic crisis was also reflected in the decline of industrial capacity utilization and a decline in agricultural output, which had an adverse effect on the balance of payment. The ability of the economy to create employment opportunities was severely undermined as a result.

Even the recovery measures that were implemented from the mid-1980s did not have a big impact on the levels of employment. What can be noted however is that there has been a noticeable increase in private investment and employment, and by implication the role of the public sector as a major employer is declining. However, employment in the private sector is more responsive to the economic conditions i.e. in an economic boom there is an increase in employment, but in the case of an economic down turn, there are corresponding lay offs(Redclift 2007).

The Level Of The Selected Target in the Country

The magnitude of the unemployment problem and/low levels of employment has been a difficult endeavour for a long period mostly due to the conceptual problems encountered and also the costs involved in the exercise.

The 2000/2001 Labour Force Survey shows that the unemployment rate had increased by 1.5 points from 3.6 percent in 1990/91 to 5.1 points in 2000/2001. This means that more people were unemployed in year 2000/2001.
