Introduction

Voter Turnout is interpreted as the number of adequate voters who casted their vote through the ballot, in order to register their opinion through their supported candidates. Voter Turnout in any country tends to be the key factor when it comes to determining and gauging the transparency of the whole electoral process. Different countries tend to have different voter turn outs throughout their history, depending upon many factors. This paper intends to discuss those factors which tend to bring out voters from their home or forces them to stay at home on the Election Day. However, a trend has been observed over the past decade that the local elections yielded further lower voter turnout than the elections held at National Level. This in itself is a very interesting topic since it tends to uncover the issue which pushes the voters towards the ballot.

Those Countries, which tend to, have a lower voter turnout on a constant basis raises eyebrows of many authorities and the world tend to raise different questions of the electoral system of that country (David, 2006). However, this topic tends to cover those issues which vary from city to city and state to state. The fact that the electoral campaign in of the same party yielded different results in each city is quite interesting because it tends to assess the mindset of each city and thus provides the platform to determine the voter turnout in the future. If the issues tend to be identified correctly than the candidates along with their party, would be able to expand their vote bank through raising and hitting on those issues.

Many studies have been done in the past to analyze the factors although most of them have not been able to identify the factors, which tend to, remain constant historically and the variables which tend to change as the each election tends to come. However, this study becomes more significant in the light of the national level elections. Since many experts tend to gauge the mood of the voters regarding the policies and actions of the government through the local elections.

Different factors are responsible to shape out a low voter turnout in the local elections as compared to the elections held at National level, which tends to, elect the national leaders. In this section of the paper, we intend to discuss dome of those factors which over the considerable period has produced low voter turnouts.
